NC4BA is an organization formed to place the bankruptcy system back on course through increased accountability and to provide services to qualified parties involved in the bankruptcy system.
Purpose of NC4BA
The purpose of NC4BA is to obtain accountability from the bankruptcy court system and to provide services to qualified parties involved in the bankruptcy system, utilizing the basics of the A, E, I, O, and U principles indicated below.
Assessment of:
- The mental status of the victim to see if he/she is at risk of harming themselves or others.
- Immediate financial needs for daily living.
- Disability status.
Education and training:
- Needed for court proceedings and an understanding of the bankruptcy code.
Intervention to:
- Curtail spending and balance personal finances.
Organization and planning to:
- Include support system for other parties in the household.
Understanding of the resources available to the victim:
- Cultural/language and literary resources.
- Community, state, and federal governmental resources are available, including disability status, i.e.,
- Veterans Affairs, SSI, SSDI, and Elderly Affairs.
- Providing a list of pre-bankruptcy filing resources, i.e., workout specialists.
- And provide an accountability center to bring offenders of the bankruptcy code to justice and to protect our cherished rights.

The National Center for Bankruptcy Accountability
The National Center for Bankruptcy Accountability was founded by Hal Chorney to provide information to self-employed businessmen and other middle-class Americans to help navigate a bankruptcy system rigged in favor of banks, credit card companies, and other special interest groups.

- Pie-rats, Those Who Plunder You In Bankruptcy shows how his company was petitioned into bankruptcy when his bank was taken over by FDIC, the Federal Deposit Insurance Corporation.
- It shows how the legal system is rigged and the laws are written in favor of the banks and other special interest groups, and not in favor of the bankrupt, and that there is a need for bankruptcy reform.

Gifts to individuals:
NC4BA grants charitable gifts to honorably discharged Vietnam War veterans, who, as a result of being victimized by bankruptcy abuse, may not receive a ‘fresh start’ from their bankruptcy experience, and may fall into the following charitable classes:
- Poor or indigent.
- Elderly.
- Handicapped, disadvantaged, or employment impaired.
- Medically needy.
- People whose civil rights have been violated.
